The second meeting of Greater Mekong Subregion Tertiary Education Consortium was hosted by Khon Kaen University, in Khon Kaen, Thailand from 20 to 22 May 2002. The representatives participating at this meeting were:

At this meeting authorised representatives from each of the founding universities signed the Trust Deed and Deed of Alliance that had been prepared by Victoria University of Wellington. Opportunities for initiating a range of cooperative projects were also discussed, including development of a joint Masters programme, a co-supervised Ph.D. programme, and English language programmes. Plans for expanding the membership of GMSTEC to include representatives other GMS countries were also developed.
